Wilbert O. Bascom

During his professional career in the financial services industry, Dr. Bascom served in several capacities—as Chief, Bureau of International Banking, Florida, an economist in a central bank, chief executive officer of a commercial bank, a BSA and chief compliance officer in NASD member firms, and as a lecturer in universities/colleges in Miami, Tallahassee and London. He is a published author on bank management and supervision, migrant remittances, and other financial and economic issues. In 1987 he was awarded life membership in the Florida International Bankers Association.

Specialization Areas: Compliance training, customized policies, procedures and supervisory manuals, guidance on relationship with regulatory agencies and examiners, BSA/AML risk assessment, consumer compliance and compliance support to NASD member firms, MSBs, banks and other financial services companies.

Stanley A. Moore

Stanley Moore is a Judge of the Court of Appeal of the Republic of Botswana, and a Retired Judge of the Eastern Caribbean Supreme Court, and of the Supreme Court of The Bahamas. He served as the Senior Resident Judge of the British Virgin Islands Supreme Court and is a former Attorney General of the British Overseas Territory of Montserrat. Mr. Moore's expertise has centered on the the resolution of complex banking and commercial disputes through Litigation and through Alternative Dispute Resolution Methods. He has substantial experience in a wide range of corporate, securities, and banking matters including the conduct of enquiries and investigations and the submission of written reports.

Specialization Areas: Legal expetise in all areas of corporate and financial institutions. Special emphasis on compliance and the resolution of disputes.

Prakash Ramlakhan

Prakash Ramlakhan is a finance and investment banking professional. He is also a lecturer in accounting, banking and finance at the University of the West Indies, St. Augustine. Mr. Ramlakhan has extensive hands-on experiences in the management of financial institutions, including their credit and operational risk management. His professional competence includes the prudential supervision of financial institutions, the management of international debt and equity portfolios of institutional investors, and the trading of options and other capital market instruments.

Specialization Areas: Designing and implementing accounting, internal controls, budgeting and other risk management systems for CARICOM companies; professional training for personnel of financial institutions and other entities.

Trevor Ffrench

Trevor Ffrench is a banking and compliance professional with over 35 years of domestic and international experience in all areas of the industry at senior management and executive levels. His technical competence covers the various areas BSA/AML compliance including the testing for BSA/AML compliance by way of transactions review and monitoring, the risk assessment of customers, products, services and geographies, and the detection of unusual or suspicious transactions in trade financing and foreign correspondent banking. He is competent in banking operations, and product risk management. Mr. Ffrench has established and managed a registered money services business (check cashing) in Florida.

Specialization Areas: BSA/AML transactions monitoring and testing for unusual suspicious activity detection, product, services, customer and geography risk assessment, and BSA/AML training.

Clive Bailey

Clive Bailey was employed in international and domestic banks for 30 years, attaining management positions including credit card manager of one of the largest banks in Trinidad & Tobago. His expertise is in the areas of preparing business and technical feasibility studies and implementing turnkey solutions for ATM, credit and debit card and banking application systems. In fact, Mr. Bailey has hands-on experience in implementing turnkey solutions for the major credit/debit card products. He has also implemented acquiring systems for Internet and point of sale acquiring banks. Moreover, he served as project manager of a credit union application system and assisted commercial banks in systems and operational compliance for major credit/debit card networks. Mr. Bailey also assisted a regional card processor to re-engineer its technical and operations systems.

Jorge A. Brathwaite

Jorge Brathwaite is a bi-lingual professional who has over 35 years of senior management experience in the financial services industry with a specialization in securities processing, corporate compliance, internal controls and risk management—particularly anti-money laundering and anti-terrorist financing risks. His expertise includes implementing BSA/AML processes and training programs, regulatory compliance strategies, central banking oversight procedures, technology assessments and risk evaluations that prepare organizations for focused regulatory or public scrutiny. He has served as Compliance Officer for large US financial organizations.

In his role as Vice President at the Federal Reserve Bank of New York, he maintained senior management oversight of the operation of the Federal Reserve Automated System supporting all fed-wire securities, funds transfer, and ACH transactions. He also served as Chairman of the Subcommittee on Treasury Debt Operations.
